It is by 906 fare dodgers more than in December 2016, when 4755 passengers were fined for fare dodging in public transport.

Just to compare: there were 19 049 ticket inspections in December 2016, which is by 1 829 ticket inspections less than in January 2017.
In January 2017 the maximum number of fare dodgers was fined on bus route No. 3 (317), and the minimum number on bus routes No. 34, 57, and trolleybus route No. 20.
