Car wheel blockage to be replaced by post-paid fines

To better meet the interests of clients of Riga parking-lots, it is planned that from February 1, 2013 blocking wheels will be replaced by post-paid fine bills.

The new system of fines will be, firstly, more convenient for users, which will not have to call and wait for an inspector to remove the blocker from the car wheel, and secondly, will eliminate risks of corruption, because now it will be impossible to pay the inspector on spot for releasing the car instead of paying a real fine. At the same time, the new system will put an end to unnecessary debate on the arrest of a third person’s property.  

The bill of fine will be drawn if the client does not prepay the parking service or the time of using the service exceeds the prepaid time, which the client will be informed about by a special notice on his/her vehicle. Furthermore, to ensure individual and differentiated approach to fines, their amount will depend on the zone in which the parking-lot is located. For example, in C zone it will be LVL 8.00.

Fines will be constant amounts set for each workday of pay parking-lots. If the vehicle stays in the parking-lot on the next day without paying, the fine will be calculated for this day too.

At present, the operation of pay parking-lots, located within the limits of red lines of Riga streets, is regulated by „Regulations of operating and using pay parking-lots of Riga City municipality, located within red lines of streets” of  September 17, 2005.

Under these regulations, if a client has not paid for placing the motor vehicle in the pay parking-lot or the parking service has been paid, yet the actual time of using the parking-lot exceeds by 15 minutes the paid time, a wheel of the motor vehicle is blocked until the client pays for using the parking-lot.

Actually, under these regulations a parking-lot client cannot dispute the wheel blockage or to pay for the parking service later even in the situations when he/she cannot pay for using the parking-lot at the moment of blocking.
