Wheel blocking devices will be applied at “Rīgas satiksme” parking lots starting from third unpaid post-payment notice
As of November 1, 2018, starting from the third unpaid post-payment notice, wheel -blocking devices will be applied at “Rīgas satiksme” parking lots. They will be put only on those cars having at least two unpaid post-payment notices applied after November 1, 2018 or in cases where no registration plate is attached to the vehicle.
Already when receiving a second post-payment notice, information leaflet will be put on the vehicle to warn the driver that starting from the next post-payment notice a wheel-blocking device will be put on the vehicle.
Post-payment notices may be paid in a parking lot’s parking meter with a bank card, a personalized e-ticket, a Riga resident’s card, at “Rīgas satiksme” customer service centres, in “Riga Card” application. If a wheel-blocking device is applied, post-payment notices may be paid to the parking lot’s inspector with a bank card.
Removal of the wheel blocking device can be applied for by phone 8585 or 80001919, and the removal of the wheel blocking device is ensured within two hours upon receiving the call, from 6:00 p.m. until 11:00, only if all post-payment notices have been paid.
For vehicles, registered in Latvia, ~ 67% post-payment notices are paid, but for those registered abroad only ~7% post-payment notices are paid, involving a debt collection company. A majority of unpaid post-payment notices are for vehicles registered in Lithuania and Estonia, followed by vehicles registered in Russia and Germany.
