The second round of the tender for the supply of electric buses has been launched
On April 11, “Rīgas satiksme” sent invitations to submit offers in the closed tender for the supply of 52 electric buses, within the framework of which the applicants must submit financial and technical offer until March 26. It will be followed by evaluation of the offers according to a number of criteria and assignment of the contract rights.
As already reported, the 1st round of the procurement for the electric buses has been announced, in which five candidates have been previously selected for the 2nd round of the procurement. The procurement process for the purchase of 35 electric buses and their spare parts, as well as the possibility to place an additional order for the delivery of another 17 electric buses and their spare parts, is planned to be completed in the 4th quarter of this year. Electric buses must be delivered and put into service by the end of 2023.
“Rīgas satiksme” is implementing the procurement of electric buses for the first time, therefore the company invests significant work in the preparation of documents and in the evaluation and selection of the applicants. The most important evaluation criterion will be the lowest offered price - the share of 72 percent. Whereas, with a share of 22%, the applicants’ technological solution offers will be evaluated - vehicle capacity, electricity consumption, electric traction driving range, traction battery warranty period. The period during which the applicant is able to manufacture and deliver electric buses will also be assessed. The contract rights will be awarded to the offer which receives the highest number of points.
This approach is applied for the companies to be able to select the most suitable electricity-powered buses that will fit into the Riga public transport route network, taking into account the existing infrastructure.
The average age of buses in the fleet of “Rīgas satiksme” transport vehicles is 13 years, and in the nearest years, “Rīgas satiksme” is planning to replace 250-260 buses – part of them with the emission-free vehicles. The purchase of electric buses will significantly reduce the negative impact of transport on the environment in the city of Riga, furthermore, it will improve the quality and comfort of travelling, which would promote a change in the residents’ habits, giving preference to public transport and increasing the number of public transport passengers.
It is planned to attract co-financing from the European Union Cohesion Fund and the European Union Recovery and Resilience Facility for the purchase of electric buses. The total maximum purchase amount is planned to be 34 320 000.00 EUR without VAT. The total term of the contract is planned to be not longer than 5 years, excluding the expected warranty periods.
